T.J. Spooner was a railway engineer in India in the 1890s. He was appointed District Engineer on the Uganda Railway in 1898. His contract terminated after February 1901. Spooner possibly returned to India. He was a keen hunter (Patterson 1907) and was very efficient (Jackson 1930).
