9. I assume that, while annexation back to the Burma frontier is recognised as what we must ultimately come to, the time for this has not yet arrived. We could, however, without increasing the strength of the Battalion by a man and without appreciable extra expenditure, establish an area of political control roughly speaking as far as the Yangnu and Tita rivers, and including the naked villages beyond Sohemi that are always praying for protection. |
