text: I notice from a recent letter that it was tentatively proposed to absorb most of the other tribal area into the Naga Hills but to exclude for the present the Konyak area from formal administration. The rest of the tribal area is comparatively peaceful, it does not present the immediate problems which are raised by the spread of Konyak warfare and if necessary its absorption could be safely postponed. On the other hand the imposition of effective control in the (Naga Hills) Konyak area seems urgently necessary.
