text: 1. So far as the slave traffic is concerned, the Tsawlaw is obviously the clue to the situation, and we must patiently await the result of Burma's newly started administration of this area. At the same time, it is anomalous that Burma should be bringing its tribal area under administration while we should be leaving ours alone. Moreover the fact that potential sources for slaves exist in our area will obviously aggravate Burma's difficulties in supressing the traffic.
