8/5 Imlong Chang - claimed to speak for Phoms, Kalyo Kengyus as well as Changs - go in with Aos irrespective of their constitution - accept aid from any source for schools and roads - come under Assam if these are promised - a de-payse Chang |

Pawsey informed - change of plan not liked by M'chung - and leaving everything to 'the big 5' not relished - M'chung would like to ratify Kohima - but I told them they could do this only by going there - they said they wouldn't. |

Tribal areas - no contact possible with Phoms, Konyaks or Kalyo Kengyus - Imlong a dangerous spokesman for Changs. Chingai out of action - best if the tribal areas go unheard - owing to rain the difficult country it was impossible to make contact with them on a sufficiently representative basis - and they were unable to go as far as Kohima - no point in letting Imlong run amok. |
