...I have already written to Adams, in regard to the Excluded area and proposed Tribal area of the district, and stated that I shall circulate the Committee's Communique and call in people to meet them. At the same time I have pointed out the backwardness of the district, and the difficulties attached to any deliberations. I have also asked that in view of the lack of any articulate section of the people, that I be given a chance to put forward my views for otherwise the Committee will undoubtedly impose a solution of its own which may bear no relation to facts and be based on Political expediency. |

I am writing therefore to ask you what should be done in regard those tribal areas ie. whole KONYAK country, which lie outside British India, and which presumably cannot legally have imposed upon them a constitution by a body set up to frame the Government for British India only. This I feel is something of a tricky point. Should they be left out for the moment entirely, and then enter an agreement with the new Indian Government, or should they be invited to send observers only at this stage? |
