For three weeks after that, Mayang told me, nothing further happened. Then the news was received that the new Governor of Assam, Sir Akbar Hydari, would visit Kohima and himself try to resolve the deadlock. The visit took place at the end of June and after a three-day consultation the Governor reached an 'agreement' with the Nagas. This agreement recognised the Nagas' right to develop themselves according to their freely expressed wishes. It gave them their own judiciary. It recognised a Naga Council in each subdivision, the president of which was to become the S.D.O. It gave the Nagas full control of four departments - education, agriculture, forests and minor public works. It authorised them to levy taxes. It safeguarded Naga land. It provided that no laws of the Assam legislature which affected either the agreement or Naga religious practices would have effect unless the Nagas agreed. Finally in a ninth clause, it provided that the agreement would last for ten years and after that it would either be extended 'or a new agreement regarding the future of the Naga people arrived at'. |
