text: When he reached Shillong Bill found the Governor, Sir Akbar Hydari, astute but sympathetic. Proposals for bringing the Chang country under ordinary government had gone up months before to Delhi but nothing further had been heard. The Governor agreed that no more time should be lost and he sanctioned the starting of the new subdivision on the spot.
