text: Jhakpa had heard of the political changes but as yet they mean nothing. The headmen asked for government teachers for their school and had not realised that if the Governor's agreement becomes law, it is the Nagas themselves who will now appoint these teachers and provide their pay. It will be many years before the habit of looking to a paternal government dies out.
