text: To Phigwema about 10 miles. The first seven to Metzalimi, through Khuzama easy going on a baddish path, the last 3 up to Phigwema very steep. Assessed Metsalimi and Phigwema. Saw the place that Vishepu wish to migrate to. I believe Mr. Webster when D.C. forbade this migration. It will cause land troubles and I do not intend allowing it. A man of Khuzama also showed a place that he had begun to clear for a new village of 20 houses. I forbade it. I took 80 punishment coolies off Khuzama for allowing breeches of the game laws, the G.B's had taken meat of a deer killed by one Ngopuzu in panji pits. It is little use punishing the G.B's direct as there no one to see that they do not do it again. I prohibited Phigwema from jhuming the heavy jungle round the top of the ridge. There are two white scars in the hill side visible from just below the village on the Metsalimi path. I fixed the bottom of these two scars as the jhuming limits except at the left hand side of the horse shoe like ridge that faces one, where the jhuming has already gone higher up. I said that this was to stop where it was then. Vitse, Resopu, Nikiya and Kohoto were present as well as Vimozo and the other Phigwema G.B's.
