amalgamation of Phaikhulung with Nivang; illegal migration of Phaikhulung and New Tolbung to Diger - heavy house-tax imposed; opium |

From the Dhansiri through Paikhulung and New Tolbung to Sugit. Phaikhulung is a village which was amalgamated with Nivang by Mr. Barnes and on the strength of this allowed to clear Nivang land. Now they have migrated to Diger deliberately against my orders and claim to retain a title to Nivang land (two days away or nearly so and in Palal's Mauza) on the strength of Mr. Barnes' former orders, to support which they got a chit out of him when he came through as Commissioner. He could not have known they had moved. Some of them now eat opium and one of them told me that when he could not get enough from the Mauzadar he went and bought it further down the line, but this was a man from Ayenbung and not a genuine Phaikhulung man. |

New Tolbung is another village which migrated against orders and I have assessed them at Rs6/- per house for as long as they remain in Diger. Tolbung was quite a decent village of 25 houses until 15 split off and came down here. |
