Halted Zu, where we had a number of thefts from the plains to discuss. Nine thieves were ultimately produced, all from Ngwonyu and Longhong, and I fined them all. The stolen property had already been returned in two cases, and in the third it had been eaten. This third case was a recent one of which we had not been informed. I warned the chiefs that unless they did something to stop their people thieving, things would be made unpleasant for them and they would be always having us coming round with sepoys and wanting coolies etc. As a matter of fact there seems to be considerable doubt whether all the cases of theft alleged to have been committed by Banfera, were committed by Nagas at all. It is too easy for the Police to say 'Nagas did it' as it saves them from bothering about it any more. |
