31st Jan. To Badarpur Ghat. I inspected the Haflong Dispensary before I left and was very disappointed with it. The tendency has been to treat it as a sanatorium in which decrepit Sub-Assistant Surgeons remain for short periods. The present man frankly admits that he volunteered for it because he would have very little work to do. The good it does to the hillmen is negligible, and the good it might do is immense. It needs a man who will really try to get in touch with them. |

At Badarpur the Director of Land Records met me and took me with him to Badarpur Ghat to discuss files. I went on by the night train, which was late, and reached Silchar at 1 am on February 1st. |
