text: Copy of service message duplicated on the 30th Nov. to the S. go. adviser Calcutta. Place plenty money to my credit at Sibsagar. Badgley not sent single rupee. P. send my last pay certificate. R.G.W.
text: Memo.
text: With reference to the above telegram I wish to remark that it was rendered necessary by my finding on my arrival here that no funds whatsoever had been placed to my credit here (though Capt. Badgley was fully aware that Golaghat was to be our starting point this season) nor in the Samaguting Treasury. I may have credit in the Sibsagar Treasury (3 days journey from here) but, if so, Capt. Badgley might have advised me of it. I have received no communication whatsoever from that officer since I left Calcutta. I was given to understand that Capt. Badgley was to supply me with the necessary funds. I hope that the Treasury Officer here may (2) be induced to make me such advances as I require for the present: if he will not do so, H. Raban Esq a gentleman residing near here has kindly offered to lend me the required sums. I need not point out the anomaly of a Government Official having to borrow money from private individuals to carry on Government work. R.G.W.
