text: 35. The total number of licenses to carry guns issued during the year was 494 of which 374 were renewed passes and 120 new licenses as compared with 276 renewed and 54 new licenses in 1888. The distribution of passes among the various tribes in the district was as follows:-

text: The majority of the new licenses were issued to Kukis and Mikirs who produced their guns for the first time for registration. Permits to import new guns into the district were most sparingly given. Almost the whole number of new licenses represents old guns newly registered. Good progress was made during the year towards the registration of all guns in the district. 328 out of 330 licenses issued last year were renewed in 1890 and 46 guns which had been licenses and lost sight of were traced out and renumbered. During the current year all new guns produced are still being licensed after imposition of heavy fines, and notice has been given by the Deputy-Commissioner to the effect that this will be the last year of grace and that all guns found after the close of 1890 will be forfeited to Government, except in the case of Kukis who will be allowed a further year's grace, but under penalties.
text: There were eight prosecutions under the Arms Act during the year involving ten persons, all of whom were convicted and fined.
text: There are no arms, ammunition or firework shops in the Naga Hills district. Pass-holders obtained powder from the vendors in Golaghat and Jorhat under orders of the Deputy-Commissioner.
