30. The general conduct of the people was good throughout the year and their disposition towards Government was loyal, as was testified by their conduct at the time of the Manipur outbreak when, had they been disposed to do so, certain villages might have made themselves very troublesome indeed. The withdrawal of the punitive police from the 1st April 1891 led to no increase of the offences of theft and house-breaking during the year. Indeed, cases under the latter head showed a considerable decrease and this notwithstanding the large foreign population brought in to the district by the transport and commissariat departments. The only exceptions to the general internal tranquility of the district during the year under report were, as stated above, the Kuki raids on Manipur-Naga villages, the two riots in the Angami country, and the Kezoma murder case. |
