63. These tribes comprise the Sangtam, Mazung and naked Nagas who inhabit the country due east of the Mokokchang subdivision. Our relations with them were friendly throughout the year. In October 1896 representatives from several trans-Dikhu villages crossed the river to meet the Deputy Commissioner in the Mokokchang subdivision while he was there on tour, some to request that Government would accept revenue from them, and others to ask whether they might cut off their neighbours' heads. Old feuds amongst these people which were dormant for several years after the Mazung expedition of 1889, have now broken out again and head-taking is going on amongst all the villages adjacent to the Mokokchang subdivision, from Luban in the south to Tablung in the north. The Deputy Commissioner urged that this bloodshed should not be allowed so close to our regularly-settled villages and proposed the extension of the system of political control to the tract east of the Dikhu, immediately adjoining the Mokokchang subdivision. The Chief Commissioner, however, is not disposed at present to agree to any extension of our responsibilities in this direction. Towards the end of 1896 Mr. Savi, Subdivisional Officer, Mokokchang visited the village of Shishi to enforce an order of the Deputy Commissioner passed in a case brought by an Ao of Nowgong against Tenset, headman of Shishi. The order was carried out and a small fine was levied as a punishment. |
