60. Our relations with these tribes have been friendly throughout the year and they have refrained from raiding into our territory, so no interference with them has been called for. Head-taking is as prevalent as ever among them and the Deputy Commissioner Naga Hills fears that it will not cease until we assume some sort of control over them; but the Chief Commissioner is not prepared at present to sanction the extension of the system of political control to the tract east of the Dikhu. |
