text: D.C. in his no. 661G dt. 8/5/39: proposed that these villages should be warned not to use guns in default would be fined each 100 guns and in default of that visited. Cost of expedition and programme was worked out, but on 2nd June 1939 Aghching lost 96 heads to Ukha, Yongkhao and Pangsha, so proposal was dropped (see Pangsha 39 Ex. File.)
