In acc. with para. 2 of letter no. 354G dt. 11/10/1939 to Commissioner Ukha warned not to use guns against villages in out control area. Fact that order had been given was reported in last para. of my letter no 5449G dt. 28/11/1939. Use of guns most serious. Visit to Ukha far more important than visit to Rotongre which was merely to bring back a few Sema colonists. Governor's secretary in his no. 5084 G.S. dt 27/8/1941 reiterated the refusal.
