text: I was tempted to reply rather forcibly to your D.O. no. 621 dt. 23rd April 1947 but will content myself with saying.
text: 1) Uncontrolled immigration will mean civil war and probably the end of the Nagas.
text: 2) If the proper boundaries of the Naga Hills are restored the district will more than pay for itself.
