Rumour had it that you were going at once. I should imagine a friendly tour across the frontier ought to be possible (and won't Tsawlaw have to be dealt with?), but I don't see how there can be permanent occupation of the Chang country till Govt. know what officers they will have. If its done at all it ought to be done properly ...
