text: When I returned from tour at the end of March, I found that Mayang had undergone a change. Delhi had frightened him. 'They are all sour' he said 'They do not argue straight, they twist everything you say. There is no love in them'. - Urged to carry on - to acquire diplomatic experience - I cannot argue with them - had veered much closer to Khonoma - Khonoma want complete independence including foreign affairs - ie. independent from India. Mayang - Naga Hills to be as independent a province under Centre for Central subjects - its own Govt. for everything else - his idea was to dispense with all centre grants or subventions - to do without schools, hospitals and roads other than what the Nagas can afford - a Naga police force - a Naga SDC as executive - pointed out to him advisibility of keeping things as they are - the DC is like the CS, IG Police, DPI etc. all in for the Naga Hills - they will need a C.S. for sec. to the Cabinet - how to get? A plainsman quite unacceptable. As Nagas too inexperienced - urged to accept Centre grant for hospitals and schools provided no crippling conditions - Naga Hills for the Nagas - we will not open them to the plains - staff the services by borrowing from Assam - 'foreign service' - the Naga Govt. to be free to choose and to return.
