As Nagas too inexperienced - urged to accept Centre grant for hospitals and schools provided no crippling conditions - Naga Hills for the Nagas - we will not open them to the plains - staff the services by borrowing from Assam - 'foreign service' - the Naga Govt. to be free to choose and to return. |
