Since head-taking is getting steadily worse, Bill has decided that a conference with the Deputy Commissioner must be held quickly. Proposals have already gone to Delhi for bringing under ordinary government most of the control area. But nothing has been heard of them and it is now only three months to the winter. If there is to be an expedition across the frontier, plans must be made now, so we are leaving in a week for Kohima to see the Deputy Commissioner. |
