We keep hearing different versions of the Wokha meeting. Today Bill's head-clerk gave us his views. He was extremely pleased with the results. He thought the 'fundamental rights' of Nagas were an excellent addition to the draft constitution and should certainly be included. He also showed us a budget worked out by the N.N.C. which had a most optimistic income, including items which the Nagas will never receive, while the expenditure was most conservative and allowed nothing for expansion in any department. Of course it balanced easily. |

While we were watching a football match in the evening, a master of the High School gave us his version of the meeting. He too was very happy about it and looked most pained when Bill said he thought that the additions made to the draft (120) constitution would surely please the Governor and the Prime Minister and would be quickly accepted. He did not see that these recommendations completely nullify the Governor's 'agreement' and amount to a new constitution for an independent state. All these young N.N.C. members see themselves, I think, as little Hamiltons and Jeffersons, Robespierres or Dantons. |

As we talked the old interpreters sat glumly by thinking in concrete terms. They foresee the quarrels in the villages, the flouting of their authority, the refusal to pay taxes or give service to Government which will surely follow a breakdown in the present system. |
