text: | Chi as well as Totok actually lie outside the British territory in the so-called Controlled Area. Mills only intervenes there when feuds go too far. He also insists that no guns are used for head-hunting. Of course a complete realization of these rules is not possible but Mills at least has some authority even on the other side of the border. Now, ten o'clock at night, it starts to pour with rain. |
