Halted Mokokchung, opened treasury and heard cases. The Subdivision seems working very well. This is largely due to the head interpreter Ongli-Ngaku and Etsizao to whom I had given certain powers. I had no appeals against their orders. I deputed certain literate dobashis to count villages and this too seems to work. As regard cases Etsizao has a register of the cases disposed of by Ngaku and himself and other dobashis from which I entered up in the case book those that needed record. Etsizao had a paper record of all fines imposed and credited by them. There was one case which they brought up to me of the suspected murder of a child from Molongimsen but no proof. I had the body exhumed and medically examined but it was decomposed and nothing definite could be stated. |
