text: Before leaving Ghaspani a Kuki came and complained to me of not having been paid for work on the road. He said the Sub Overseer at Piphima was to blame and I sent for the Sub Overseer at Piphima.
text: Apparently the facts are as follows:
text: About a year ago the Kuki took a contract from the Sub Overseer at Piphima to put some guard posts into the side of the road near Ghaspani. The contract was for 288 posts at/ -4/- a post. The man asserts that the work was done but he was never paid. The present Overseer at Dimapur was then Sub Overseer at Piphima.
text: About six months ago this Kuki, Lhunjapao of Serhima complained of non-payment to Mr. Jolly, who thereon paid him Rs. 20/- and told him to get the rest from the Sub Overseer at Piphima. This Sub Overseer knows nothing about the work done and has apparently failed to find out anything from his predecessor. Anyway he has not paid the man. I arranged with the Sub Overseer that he should see the Kuki Contractor at 10.0 on October 6th at the site of the work near Ghaspani. There are still a number of posts remaining though many have apparently been moved to other places or thrown away. I told the Kuki to go to the spot with the Sub Overseer, and then to come and complain in Kohima. The case is a bad one and typical of the P.W.D. on the Cart road in its worse moments. Probably the Kuki was unwilling to give a percentage to the subordinate who should have measured up the work in the first instance, or knew so little of local custom as to fail to offer a solatium of this sort. In any case he has had to wait a year and is still unpaid for this work, and whether it was ever completed or not can probably not be proved.

text: It came to my knowledge today that an old Kuki woman died a day or two ago at Ghaspani probably from an overdose of opium. She had been in the habit of eating large quantities and on the day of her death alone had consumed two tolas. I obtained certain information which I hope will enable the police to deal with the illicit traffic.
