text: To Dimapur where I met the Commissioner. I renewed a number of gun licenses. Some of them were old Golaghat licenses carrying one and a half pounds powder and some were new Naga Hills licenses under the new Arms Act, carrying the same amount, and should never have been issued. The rest were old Naga Hills licenses carrying half a pound powder. There were some complaints about this from an old Gaonbura who did not see why he should have half a pound when a scallywag villager got one and a half. I therefore levelled all the Dimapur pattas to one pound each.
