text: Disposed of many outstanding files, halting at Dimapur. Also some cases, and miscellaneous petitions. Among the latter was one from the Mussalmans for leave to kill cows. The existing orders insist on cows being killed if not in public virtually so and the meat has to be removed in public. I do not think these orders are expedient so I told the Musselmans to kill cows privately in their own compounds provided the latter were not in contact with those of Hindus.
