LHUVIKHU of SEROMI came in. He says that he was promoted to be Havildar in France and that he received Rs 525/- or about that, in one kist, and that other Havildars who received the same - e.g. Zukeshe, Khevukhu, Zukuto, Lohevi - have since received Rs 130/- as bonus etc but that he has not, and he now claims it. His corps number is 16. |

KHARI came in at CHOLIMSEN and complained very much of the fact that their men were all running away. This is probably an exaggeration, but they named some who had recently done so. They also stated that it was the village custom to eat a fine from those who ran away, but that Mr. Mills had given an order that any persons who ran away to a smaller village (such as Japu) could do so without paying any fine, and that since this order people had been running away to Japu, Yachang, Liramon and other villages. I can see that it may be desirable to let men move freely to Japu, but it certainly is no advantage that they should migrate from Khari to Yachang and I am inclined to think that if Mr. Mills really passed these orders, they should be carefully looked into and probably revised. If it is Khari custom to eat a fine from persons migrating from the village I do not think it would be fair to abolish the fine entirely, and even if certain villages which carry on the road are given the privilege of free immigration I see no reason why Khari should not continue to eat a standardized fine from emigration in other directions, if it is really their custom to do so. |
