To Kiyeshe, mostly in heavy rain. Just before the 69th milestone is reached there is a culvert which has been blocked, obviously for weeks, possibly months. The stream has entirely filled up the old bed above the culvert and made itself a new way over the path, which is very badly damaged, and partly destroyed. This could only have occurred through negligence on the part of Lhunitso, the muharrir at Phekrokejuma, who, I am told, sent one Nikhezu of Chipoketami as his substitute to this side to see that the road was cleared. I also noticed that one corner of the abutment of the bridge over the Mungu in the 70th mile had been washed away, and generally the path shows that it is neglected, as no attempt has been made to make nullas to allow the water to drain off, and in very many places the rain water has cut a channel down the middle of the path for long distances. Lhunitso's pay is stopped till the culvert is put right (I have told Chipoketami to do it) and the road repaired, and the cost will be met as far as possible, from Lhunitso's pay due from now until the work is done. The bill must be made out by the overseer or S.O. The furniture in Kiyeshe ("Sakhai") I.B. is all sticky - also the muharrirs' fault for not looking after the Chaukidar and showing him what to do - and the latrine pit is filled up. Unless Lhunitso's work shows marked improvement I shall replace him. The post might be offered to Hoite of Kiyeshe. |
