The site of these panikhets is ideal for the purpose and could be vastly extended, but for some reason the panikhets have not been a great success so far. For one thing the nullah from the Tizu river has been brought at a level which is lower than the principal terraces it has to supply, and water obviously won't run up hill, and there seems to be difficulty about tapping the river higher up. For another I doubt if the fields have been properly puddled and the result is that they are not really level and the water collects in corners. I am inclined to think that the simplest way to deal with the nullah difficulty would be to use about 100 yards of guttering which could be shifted in the rains then the river is high. |

Another difficulty is the bridge. It has been built of telegraph wire but is rather crazy. I think the thing to do is to raise the present foot ropes and fasten them round the trees at each side, and supply new hand ropes of the 7 fold wire which Mr Pawsey is using in Mokokchung. This could be tied round the trees higher up, and at one end an iron is wanted about 8 ft. long to pass the wares over. All this might be done with aid from the terraced cultivation grant and I am inclined to concentrate on this particular spot for the next year or two. As the Zhekiya chief - Tohovi is anxious to start panikhets and three villages have land down there - Zhekiya, Ghukhur and Kiyekhu, and there is a very considerable area available, and suitable for terraces. There are more terraces a little further down and these need protecting by sausages, as they are otherwise liable to destroyed [sic] by the river in flood, and part of one went last year. Three sausages would do. |
