22nd To Lakema I.B. about 3 and a half miles only, but a halt was overdue and the last two nights had been uncomfortable. I should have gone to Lakema on the 21st had I not known that Capt. and Mrs.Hartland were occupying it. Perenmi brought in some more of their belated revenue - Rs.103/- this time. I do not think they know themselves how much they are still short and I could not say without reference to Kohima. Much of it was in annas and even pice, showing how short cash is, and the general poverty is very noticeable indeed when counting villages. as hardly any one who is old or solitary has anything at all to live on, and some have no clothes to speak of, though clothes are cheaper than they have been for years. Under the circumstances I have been exempting, of necessity, many who might have been able to raise their house tax in more prosperous times. Much damage by elephants is complained of. There is no irrigated land in this village, but one Kulalungbo is applying for help to start terracing. It would probably be sound to send out the parwanas for payment of revenue much earlier in this part of the district, probably they should go out at harvest time and at any rate before Christmas. |
