27th. To Kohima. It is to be doubted if it is possible to tour in comfort in many parts of the district on the reduced rate of T/A without frequent halts. There is never time for D.C. to halt much unless he is to neglect work at his H.Q. The rates for coolies and carriage are fixed by custom in this district and the reduction made in T/A rates in 1931 corresponds to no alteration of any kind in the cost of touring in these hills.
