text: 3. 'The Namsang-Borduria Quarrel.' - This quarrel between the two confederacies of the Control Area shows signs of flaring up again. The cause is a simple one; Borduria have not enough 'jhum' land to live on and fear they will starve unless they can seize some from Namsang. The Political Officer has so far managed to keep the safety valve screwed hard down but he cannot continue to do so indefinitely and if we are to prevent loss of life and general disturbance we must increase Borduria's food supply by introducing permanent terraced cultivation wherever possible. I discussed proposals to this effect with the Political Officer.
