text: 4. 'Medical Arrangements.' - As is the case everywhere the shortage of doctors is serious. It is particularly important that we should get them for this area as the opium habit is universal and we cannot hope to check it effectively unless we can provide medicinal drugs to take the place of opium in cases of sickness.
