Major Chambers was appointed Commandant of the whole, and Transport Staff Officer, but it was laid down that his corps was only to work, and his own authority to extend, over the stage from Piphima to Kohima and the country in advance. The transport below Piphima was to remain in charge of the Commissariat. Major Chambers was ordered to Calcutta to superintend the organisation of the corps, which was , however, entirely undertaken by the Commissariat Department. ( The Commissary General represented that the officers detailed to work the transport should be entrusted with the organisation of the corps. This was done in the Duffla Expedition, while in the Lushai Expedition, where the Commissariat Department had part of the organisation of the transport, the result was unsatisfactory.
