40. The labour question has been very successfully treated and Mr. McCabe has been able to procure not only free labour at daily wage, but contract labour also to the full amount of his needs. The Mozema and Khonoma men brought in 400,000 bamboos and 2,000 bundles of cane for barrack building at contract rates, and 2,700 maunds of limestone and iron-roofing were brought up from Nichu Guard. "Twenty thousand coolies work voluntarily on the local roads in the head-quarters sub-division; in addition to this about 30,000 coolies were employed on road works and carriage of rice in the Wokha sub-division. All that is required to foster this advance is the most strict performance of the engagements on the part of Government and immediate cash payment." This latter is a point Mr. McCabe has always insisted on. He finds nothing more irritating to the Nagas than - "Wait a little till I am at leisure", and he has inculcated on his officers the necessity of paying all men the sums due to them without any delay. |
