Speaking generally, there is no such thing as organised crime in these hills and the number of offences against the person and against property is unusually small. The most common offence is rioting, generally occurring at the time of harvest and other festivals, when the extra strong brew of rice liquor deadens the dictates of prudence and engenders that love of free fight characteristic of almost all uncivilised races. The Naga tribes within the district have in no instance resisted our authority, and the recourse they have had to the mediation of the civil officers in cases of dispute us a gratifying sign of the progress of civilisation amongst them. |

At Jakhama an inter-khel fight took place in which sticks and stones were the only weapons used, and the Deputy-Commissoner imposed a fine of Rs.600, ordered all the walls and covered ways of the village to be levelled, and a road constructed free of cost from Jakhama to the Manipur road. |
