41. Licenses to carry arms were renewed in 138 cases, against 110 in the previous year, while 40 new licenses were granted, against 58. The explanation of the large number of new licenses is the same as that given last year, viz. that 22 of them were for guns hitherto concealed and now voluntarily brought in to be registered. The Deputy-Commissioner remarks that this system is liable to great abuse and he intends to impose penalties in all cases of concealment from the commencement of next year. He states that no less than 131 out of the guns for which licenses were granted in 1884 and 1885 were untraceable and unaccounted for in 1886. The Chief Commissioner agrees with him in thinking that there is no district where the Act requires to be carried out with greater strictness than the Naga Hills and commends his intention to require all guns for which licenses have been issued to be accounted for. There were no prosecutions during the year. |
