23. These tribes still remain independent. No attempt is made in any way to interfere with their inter-tribal quarrels, except to offer advice, as far as possible, and to arbitrate if both sides are willing, but it is needless to say that arbitration is not often resorted to. No tours were made amongst these tribes this year, and our relations with the whole tribe were friendly. Many cases of head-taking amongst themselves were reported during the year but of course nothing could be done in any of the cases. |

There were two cases reported of slaves having been sold for sacrificial purposes by men of trans-Dikhu villages to men of our villages in the Mokokchang subdivision. In one the men of Santong (Ao subdivision) are said to have purchased a slave from the village of Yangpi and to have killed the slave close to the Dikhu river. In the other case some men of Tamlu, Kansing, and Anaki (Mokokchang subdivision) are said to have purchased a slave from Yazim and to have sacrificed him at the Dikhu. The Deputy Commissioner and the subdivisional officer enquired into these cases but there was very little evidence, as the trans-Dikhu men did not like to come in and they could not be forced to do so. |
