...When you first go to Kohima you notice in the tiny tin bazaar a large tin-roofed building which is guarded by Gurkhas. Outside it sit thirty or more Nagas in scarlet cloaks. This is the Deputy Commissioner's Office. Beyond it - miles to the north - is another building at Mokokchung. This is the office of the Additional Deputy Commissioner. Somewhere in the Bazaar is a jail and perched on a hill side is a tiny police station. This controls only the Bazaar itself. In Kohima the only magistrates are the Deputy Commissioner and a Naga assistant while in Mokokchung the Additional Deputy Commissioner works alone. In the frontier villages there are one or two Gurkha outposts, but these apart, the only sign of Government is the occasional scarlet cloak. This is worn by a Naga and shows that he is either a Government interpreter or a village headman. Government, in fact, seems hardly to exist and when it does it is Naga. |
