For many months now the plan for a new subdivision at Tuensang has been developing. Under it a number of Changs, Sangtams and Yimchungrs, now in the 'control area' will be brought into the administered zone and from this new outpost it should be easier to control part of the 'tribal area' and stop some of these head- hunting massacres which have recently been occurring. Many villages in this area seem tired of the feuds and wish to be administered. But although the plan (123) was sent to Delhi last April for sanction, no orders have yet been received. During those four months before the granting of Independence, no constructive administrative measures were undertaken. Since India became independent, it seems that the Ministers have been so occupied with the Punjab and Kashmir troubles that 'unimportant' files like this have received no attention. Nehru, in whose portfolio this matter comes, has apparently had no time. A popular minister has to spend so much time with press interviews, public meetings, international conferences and private discussions that the files pile up waiting for his signature. Although the Governor approved of the scheme in August, sanction has still not come and the Tuensang subdivision is a victim of independence. It had been hoped that during this tour the new subdivision could be laid out and the building begun. Now the cold weather will be wasted and only preliminary plans can be made. |
