text: In the afternoon I went to the The-phong morung where I found the gaonbura Yongang with his few months' old baby on his back. Even while I talked to him he was skipping up and down to calm the child. I asked him about the punishments of crimes and thereby discovered that in Wakching there is a council of ten 'neangs', two from every morung who together with the Ang impose penalties and generally keep the fines to themselves and consume them.
