To Sachema which I assessed - for the third time this year, as there has been some mistake on each previous occasion. This in one case was due to tins having been taken out (and houses added to the assessment by the issuing clerk) for houses already assessed by the Deputy Commissioner. I am not sure that the "tin" system is not more trouble than it is worth and that it would not pay better to make definite five-yearly assessments for the whole village and make no alterations between one assessment and the next either in the case of increases or decreases. |

The Sachema G.B.'s put down the decline to mere insignificance in the numbers of what was the biggest clan in the village and the clan graves having been interfered with by the building of Sachema fort and prophecied that nothing could now prevent a similar decline in the Semoma clan of Khonoma and told me of a number of mysterious deaths in that clan recently. Lt. Forbes' grave was clean and in good order. |
