10th. Halted Dimapur. In the early morning I inspected the section of the Golaghat Dimapur road which is under me and which had all the bridges repaired last year. It is safe probably for light wheeled traffic, but the bridges are only made with corrugated galvanised iron roofing sheets for the roadway, and funds do not permit of substituting proper iron bridging for the galvanized sheets. The road is in very good order indeed for the time of year. After that I inspected the town, where the well wants an iron cross piece and a pulley and chain - the iron uprights could conveniently be made of a couple of old rails. In any case a tin shelter is essential as the water is being fouled with dead leaves from the trees. From 11 to 4 I tried cases; then I made a brief inspection of the thana, and in the evening interviewed some of the local inhabitants. The school master says the Inspector of Schools said that the school ought to be given a tin roof, but failed to provide funds for the purpose. In any case the school needs to be rebuilt and enlarged. The school master used to be pound-keeper. I do not know why the pound was taken from him as the Sylheti muhammedan who now has it is accused of combining with the police to fill up his pound with cattle off the grazing grounds and so to fill his pocket with the fees. |
