text: In the previous year there were 1,014 licences issued, and out of this number 41 remained unrenewed at the end of the year. Nearly all these unrenewed licenses were held by Kukis and a few by men in the political control areas. There is always great difficulty in getting Kukis to renew their licences, as they are so much on the move; one year they remain in the Naga Hills district and the next they move into Manipur. During the year 118 new licenses were issued, mostly to Kacharis, Mikirs, sepoys, and Bengalis, &c. With the exception of about 20 out of these 118, the licenses were given for guns which had already been in existence in the Naga Hills district and had been seized and confiscated.
text: Amongst the Angamis the guns were mostly given as rewards for men giving information which led to seizure of unlicensed guns and the punishment of the owners. There was a large increase in cases under the Arms Act, 64 against 21 in the previous year. There are still a number of unlicensed guns in the district, but the Deputy Commissioner hopes to be able to get them all in by degrees.
